OVIS’ expertise in emergency messaging comes from practical experience and ongoing involvement with research projects investigating ways the evolving digital communication infrastructure can be used to further emergency management.
Importance of Emergency Message Corroboration
In their study of reactions to the broadcast and ensuing panic of Orson Welles 1938 radio broadcast of “War of the Worlds”, Cantril, Wells, Koch, Gaudet and Herzog (1940) categorized listener reactions into four groups:

  • Those who analyzed the internal evidence of the information and decided it could not be true;
  • Those who checked the information against other sources and concluded it was not true;
  • Those who checked the information against other sources and nevertheless concluded it was true;
  • Those who made no attempt to check the authenticity of the information.
Some quotes from their interviews illustrate the third category:

“I looked out the window and everything looked the same as usual so I thought it hadn’t reached our section yet.”

“We looked out of the window and Wyoming Avenue was black with cars. People were rushing away, I figured.”

“No cars came down my street. Traffic is jammed on account of the roads being destroyed, I thought.” (Cantril, Wells, Koch, Gaudet and Herzog, 1940)

Recent Projects: StateAlert System Overview

The most recent and significant project undertaken by Ovis is that of The StateAlert public emergency warning system. Statealert is a public emergency communication system designed to increase community resilience to withstand the effects of natural and human-induced hazards of all types. Statealert has been in operation for a number years on a trial basis and is due to be officially launched to the public for the coming 2009-10 fire season.

In times of emergency:

  • StateAlert prevents and reduces community impact of emergency events through efficient and effective public communication.
Between emergencies:
  • StateAlert builds community resilience through increased public awareness of risks, appropriate responses, and ongoing programs, and;
  • StateAlert stops false alarms by providing positive confirmation of non-emergency status.

StateAlert enables multiple collaborating Hazard Management Agencies to coordinate their public communications.

A web-based user interface enables remote access for responders. Fine-grained, secure user access enables support for existing business requirements and procedures.
