There are a number of reasons to design a public warning system to
handle multiple types of hazard. Hazards are by definition
unpredictable; so it’s important to build as much flexibility into a
public warning system as possible (without diluting efficiency or
effectiveness). Hazards may arrive in multiples; an earthquake and a
fire, for example, or a cyclone and a chemical spill. Ideally, citizens
would be able to rely on a single warning system for all hazard types
and combinations, with no uncertainty as to whether they were attending
to the correct source. This requires a high level of cooperation and
coordination between agencies and an integrated public alert system.
